The Naval Contribution to Sustainable Development in West and Central Africa

The IMO and Maritime Organization of West and Central Africa (MOWCA) are co-operating on a wide-ranging project to establish a network of agencies performing coastguard functions, both on a national and a sub-regional basis. Although the intended outcomes are essentially civilian in nature, they depend primarily on States being able to maintain situational awareness in their exclusive economic zones (EEZ) and to police them effectively. It is therefore clear that navies will have a significant role to play in the process. This article examines some roles, challenges and opportunities for West and Central African Navies.
